Centre, states must share revenues with ULBs: Vijay Kelkar

Former finance secretary Vijay Kelkar believes that urban local bodies can operate as engines of economic growth and job creation only if the union and states agree to proportionate revenue sharing with them. According to him, the central and state governments must reduce their GST share by one per cent each and allocate this two per cent GST share to municipal corporations at the collection stage itself.
