Pre-GST transitional credit claims rise to over Rs.900 bln till 27 Dec'2017

Up nearly 40% from September 2017

The unexpectedly high claims of transitional credits by businesses for making GST payments have increased to Rs.900 billion till 27 December 2017, as per a report in Financial Express. The amount is higher than the September 2017 levels by nearly 40 per cent. Businesses are allowed to use these credits for payments of taxes like excise, service tax and state VAT in the pre-GST regime. However, the higher-than-expected utilisation of input tax credits, including the transitional credits has prompted the CBEC to verify claims of over Rs.10 million. The government also believes that high transitional credits were primarily responsible for the sharp decline in GST revenue during the months of October and November 2017. With the implementation of invoice-matching mechanism, the government plans to match GSTR-1 (sale invoices) data with that of summary return (GSTR-3B) to identify and prevent revenue leakages.
