Govt mulls issuing capitalisation bonds to strengthen PSBs

PSBs require Rs.1.8 tln for recapitalisation

The government can issue capitalisation bonds to strengthen public sector banks (PSBs), as per a finance ministry official. The bonds,if issued, will allow the government to meet the burgeoning capital requirements of the state-run lenders. It is estimated that PSBs require Rs.1.8 trillion to meet the Basel-III capital standards by March 2019. While the government is likely to provide Rs.700 billion towards recapitalisation, PSBs will raise remaining Rs.1.1 trillion directly from the market. Experts believe that state-run financial institutions like LIC may subscribe to government bonds. Dividends from banks could be used to make interest payments. The official clarified that preliminary discussions are going on and details like coupon rate and tenor are yet to be finalised.
