Direct borrowing from foreign agencies allowed for projects over Rs.50 bln

State entities to have an annual revenue of more than Rs.10 bln in last 3 years

State government entities can directly borrow loans from bilateral official development assistance (ODA) partners to fund infrastructure projects of over Rs.50 billion, according to the ministry of finance. State government entities will include any authority, public sector undertaking or organisation of the state. Such entities should have an annual revenue of more than Rs.10 billion in previous three years. The revenues generated from the project would be utilised for repayment of principal amount and interest. In April 2017, the government had approved guidelines allowing state entities to borrow money from bilateral funding agencies [see here].
